There are many wounded and needing help in the Gaza Strip. Why didn't Hamas make preparations for the people?

Hamas hasn't lived in a vacuum! Why would'nt Hamas - knowing that they would be pounded by Israel after sending rockets - make more of an effort to help their own children? And then blame every one else for this - the propoganda efforts on behalf of Hamas doesn't work anymore! Really, Hamas - why would you place your own people in such jeopardy????????????????????.
